As an event organiser, you have a common law duty of care to ensure that those attending and affected by your event are safe and that your event venue is secure. It should be the responsibility of the event management process to identify risk and then prioritise which areas of risk can be accepted, which need to be mitigated and who will be responsible for the mitigation of these risks.
